Kelly was born on December 14, 1961 to Clark and Mary Duke Seibold in Tegucigalpa, Honduras, where his parents were with the U.S. Department of State.
Kelly was a graduate of Booker T. Washington High School and The University of Tulsa. He attended the European Business School and received his MBA from Thunderbird International School of Business. He felt a need to see the world and work with other cultures. His career included work in Ukraine and Russia before becoming a Director of Business Regulatory Reform and Trade Development in Central Asian countries and the Middle East.
Diagnosed with Angio-Sarcoma, a rare form of cancer he battled his illness with bravery and resolve for over two years. He died peacefully on January 27, 2018, surrounded by family.
He is survived by his mother, Mary Duke, and brother, Che and his wife, Kathy of Tulsa, and sister, Katherine Clark Seibold of Dallas, TX.
A family memorial service and burial will be held in Texas.
